Women's Protection and Empowerment Manager - International Rescue Committee - Lebanon

Job Description:
SCOPE OF WORK: The Women’s Protection and Empowerment (WPE) Manager will be responsible for oversight of the start up and the day-to-day implementation of the WPE program in the Bekaa region. They will lead the recruitment and training of a new WPE team, provide technical support to the team and lead close coordination with other service providers and humanitarian actors in the region to ensure program quality and the achievement of program targets.

Who this position works with: WPE Coordinator, WPE Senior Manager, Field Office staff

RESPONSIBILITIES

Staff Supervision & Development
- Provide ongoing supervision, leadership and technical support and guidance to all WPE program staff
- Develop training and capacity building plans for all program staff based on job descriptions and identified needs to encourage innovative and quality programming.
- Organize and facilitate trainings to develop capacity of staff and other partner organizations to respond to cases of GBV in line with international standards, provide psychosocial support and promote communities’ engagement in women’s protection and empowerment
- Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
- Ensure timely completion and submission of monthly timesheets, probations reviews and annual performance reviews. Coordinate and oversee staff workplans, work and vacation schedules.
- If/as required identify staff performance issues and work with Human Resources to document and address these in accordance with the National Staff Employment Policies

Activity Planning & Implementation
- Work closely with staff to design activities that respond to identified needs and program goals and objectives
- Prepare and update detailed program workplans that support and achieve the overall program goal and objectives within the desired timeline
- Provide direction and monitor staff in their implementation of the workplan and quality of technical activities, share relevant information and direction to improve quality and achieve time-bound goals
- Plan timely for procurement of resources to ensure smooth and timely implementation of activities
- Monitor monthly expenditures and track budgets; approve expenditures to designated level
- Closely coordinate with WPE SeniorManager and field support team to ensure timely and compliant implementation of program activities and expenditures

Grant Monitoring & Reporting
- Undertake regular field monitoring visits to assess progress and identify technical quality issues and/or other implementation issues, provide solutions and implement modifications as required
- Oversee systematic and timely data collection for internal Monitoring and Evaluation purposes using standardized tools; build capacity of staff in using M&E systems and tools
- Draft weekly program updates in collaboration with WPE Senior Officers to identify key achievements and challenges in program implementation
- Contribute to internal and donor reports as per set schedules (bi-weekly, monthly, quarterly and annually) on activities, indicators and achievements.
- Support the collection, analysis and dissemination of project data and information for program review, advocacy and information sharing

Coordination & Representation
- Represent the IRC and WPE program at the field level by attending coordination meetings with UN agencies, national and international NGOs, local authorities
- Actively participate in GBV coordination efforts at the field and, if required, national level
- Develop and maintain effective working relationships with relevant stakeholders including community leaders, local authorities and other implementing partners.
- Coordinate and advocate with other governmental and non-governmental service providers to promote mainstreaming of GBV across sectors and delivery of quality multi-sectoral GBV response

Program Development and Harmonization
- Provide evidence-based input in development of program proposals for expansion or continuation of WPE activities in the Bekaa region and more broadly Lebanon
- Attend regular WPE Management Meetings to share information and lessons learnt with other WPE programs in Lebanon, make joint decisions and ensure harmonization of tools and approaches across programs

Other
- Consistently and proactively monitor the safety and security of the team, promptly reporting concerns or incidents to IRC management
- Other duties as assigned by the supervisor to enable and develop IRC programs
- All IRC staff is required to adhere to THE IRC Way Standards for Professional Conduct and the IRC country employment policies.

Qualifications Required
- Bachelor of Arts or Science in Social Science, Public Health, Human Rights or other related field
- 2-3 years professional experience in community-based Protection or GBV programming, preferably in an emergency context
- At least one year of experience supervising a large team providing direct services and/or working at the community level
- Clear understanding of gender, human rights, and issues surrounding violence against women and girls.
- Demonstrated experience facilitating trainings and workshops on Gender/GBV issues
- Familiarity with M&E system design and implementation
- Experience writing reports for donors, governments, and the general public
- Excellent drafting and oral communication skills in English and Arabic
- Positive and professional attitude, including ability to lead and work well in a team setting
- Strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail.
- Excellent computer skills including MS Word, Excel and PowerPoint

Desirable
- Familiarity with program design, including log frames, budgeting and grants/report writing
- Successful advocacy experience and strong presentation skills

The position will be based in Zahle/Bekaa with some travel to the field

Media for Human Rights Project Manager - AltCity - Lebanon

Responsible for managing all aspects of AltCity’s "Media for Human Rights" program. This 1 year program (with possible extension) aims to change the way we make and consume media, by developing its use in Lebanon and the MENA region as a tool to enhance human rights, freedom of expression, and social change through providing media trainings, events, and business/media supports at AltCity. This program is funded by the Netherlands Embassy in Lebanon.

This position is best suited for a graduate with 3+ years of experience of working in civil society or media organizations, with some experience with donor relations and program reporting. Candidates should demonstrate a genuine enthusiasm for creating change in the community through our program and space!

Senior Program Coordinator - ADYAN - Lebanon

International and Interreligious Study Programs. The Cross-Cultural Studies Department at Adyan Foundation is looking for a dynamic Senior Program Coordinator who can contribute to the empowerment of leaders from different key sectors of Lebanese and International society, through the management of trainings, seminars, online courses and other educational activities and resources related to the management of cultural and religious diversity and interreligious relations. These programs will be implemented on regional and international levels. The Senior Program Coordinator is responsible for planning and implementing these projects and activities in accordance with their objectives and their Key performance indicators.

- Be Responsible for the planning and organization of the program’s activities that are under his/her responsibility (international training seminars, e-courses, reflection and research seminars)
- Be the main contact point for the donors, the partners, the program’s staff, the web administrator, the consultants and the beneficiaries
- Be responsible for the budget management and control, and the monitoring process
- Lead and motivate the program’s teams and monitor program’s activities and expenditure and coordinate work with experts, consultants, participants and volunteers in the programs
- Identify and ensure close collaboration and coordination with partners to guarantee smooth implementation of activities and achievement of results
- Be Responsible for submitting activity reports, meeting minutes and financial reports on regular basis to the internal Management and the donors, and prepare the new funding requests
- Manage local visibility of the program, Communicate with Media and maintain updated the web pages and online platforms related to his/her work in collaboration with the Communication and Media Officer

Reporting relationships and protocol of communication
- The Senior Program Coordinator reports to the Program Manager and to the director of CCSD; he/she participates to regular coordination meetings
- The Program manager collaborates with the Finance Officer for the financial work and budget control
- The Program manager collaborates with the Communication and Media Officer for the program’s communication plans and their implementation
- The Program manager collaborates with the Office Manager for administrative affairs
- The Program manager is part of the Adyan operational team and participates to the CFT (Cross-functional team) meetings lead by the foundation’s CEO.

Requirements
- A university degree (Masters is a plus) in Humanities, Social Sciences or Religious Sciences with interest and knowledge about intercultural and interreligious issues
- A minimum of 3 years work experience in the management of cultural projects in a similar or related fields
- Excellent command of spoken and written English and Arabic; French is a plus
- Computer skills (excellent in Office (Word, Excel…), Internet communication and navigation)

Human Rights Officer for North Africa - Alkarama - Switzerland

Human Rights Officer, 6-month contract, with possibility of renewal Location and start date: Geneva, Switzerland; starting 15 March 2012 Reporting to: Director of the Legal Department, Legal Department supervisor

Job description: Working closely with Alkarama’s regional offices and contacts in the Arab world, the Human Rights Officer will work to bring an end to individual cases of human rights violations – namely extrajudicial executions, enforced disappearances, torture and arbitrary detention – with a regional focus on the Maghreb. This will include communicating such violations to the UN human rights mechanisms through individual complaints and country reports; carrying out country visits; liaising with regional and national civil society; and undertaking other advocacy actions to achieve these objectives.

Major responsibilities:
- Manage portfolio of individual/group cases of violations and ensure relevant follow up (keeping abreast of developments in the case, further submission of information, media work etc.);
- Research into and preparation of individual complaints to the UN human rights mechanisms (to Special Procedures, Treaty Bodies etc. – includes contact with victims and their families, national and international NGOs, Alkarama country representatives, the UN etc.);
- Drafting and presenting reports on country situations to UN human rights mechanisms (e.g. reviews by Treaty Bodies, Human Rights Council complaint procedure etc. – may include travel to country for research and follow up purposes);
- Supervision of interns;
- Contribution to planning of, and participation in, projects of strategic importance to the organization such as the preparation of Alkarama’s annual report, Alkarama Award.

Requirements
- Advanced university law degree, or a first-level law degree with related work experience;
- Demonstrated knowledge of the UN human rights system;  Ability to produce high-quality legal documentation (e.g. individual complaints to Special Procedures);
- Knowledge of the legal, political and cultural realities of the Arab world and particularly those of North Africa;
- Fluency in Arabic and French, working proficiency in English welcomed:
- Swiss work permit and ability to travel to the Maghreb.

Desired
- Highly organized, able to work quickly, effectively and independently under tight deadlines with colleagues who are often located in remote locations;
- Excellent communication skills and ability to interact with a number of different partners and contacts, including UN staff, governmental authorities, grassroots organizations, victims and their families, NGOs and the media;
